Where to Stay
The wedding and all events take place at the Bellagio.
Other hotels that are within walking distance are Aria Hotel & Casino and The Cosmopolitan of Las Vegas. A little further but still close you have Paris Las Vegas, Planet Hollywood and the Cromwell. The cheapest option in the area would be the Flamingo.

The Neon Museum
The Neon Museum collects, preserves and displays iconic Las Vegas neon sign. Go at night for the full effect!
Las Vegas North Premium Outlets
A good selection of upscale shops as well as the usual outlet staples.
Grand Canyon
This is a day trip from Las Vegas or you can try a helicopter tour.

Las Vegas Rock'n'Roll Half- Marathon
This takes place on Sunday 22nd February. This is important for two reasons:
1) The Strip closes on Sunday afternoon so it can be harder to get to the airport. Keep that in mind when booking flights.

Getting Around
From the Airport:
The airport to casinos on the strip is a flat fee depending on which one. Overall it ends up being similar to Lyft/Uber with the advantage that it's just outside the airport. So that would be the recommended way to get from the airport to the hotel.
Around the strip:
You can walk a lot of it but the distances are really big. It may not look like it on a map but getting from one resort to the other is very hard!
Around Las Vegas:
Lyft or Uber are probably your best bet. You can take taxis too but they will be metered at that point and your mileage may vary.
Excursions:
You can rent a car from most casinos on the strip who have agreements with rental companies.
